Legal Question in Personal Injury in Virginia

Who to sue?

My cousin substain a bodily injury when she was visiting the home of a friend. Her injury was due to an area surrounding a manhole which was not properly constructed/maintained by city department workers. She has lost wages from not being able to work due to the injury to her back and a fracture in her elbow. She was going to take steps against the city, but has been told that she must also include the friend in suit.

Include her friend in her suit against the city? How so if the manhole was presumably somewhere either on the city streets or sidewalks, all public areas, which presumably only the city was responsible for and not the friend?
