what is the legal action that should be taken if you have poperty damage, and what is the punishment

Damages to one's property could be a criminal as well as a civil matter.
The local law enforcement authorities or prosecutor's office should be contacted if one wishes to report the damages as a crime.
One could also sue the alleged perpetrator in civil court for the damages sustained, up to $5000 in small claims court and up to $15000 in the general district court for such damages. (The statute of limitations for such civil suits is appparently five years from the date the property damages were sustained.)
