Legal Question in Product Liability in Virginia

If a distributor (sole proprietor in Virginia) sells a product, and an injury occurs to a customer due to a defect in the product, can customer sue the distributor or would the manufacturer (China) be sued. The product was invented by inventor in Texas who has given distributor exclusive rights to sell product. How would the distributor be protected from damages?

Both the distributor and the manufacturer would both be potentially liable in this situation.
