Legal Question in Real Estate Law in Virginia

I have a alley way owned by the county I lie in that is no longer in use. It borders two other neighbors property. One of those two neighbors is very easy to get along with. The other neighbor has been making trouble for me. Wanting to fight, trying to provoke fights, intimidating my wife and kids. What legal course of action do I have to 1. stop the provoking and intimidation? 2. since the alley is no longer used to try and purchase or divide between the neighboring properties?
