Applying the URLTA to my state of VA

Does the Uniform Residential Landlord Tenant Act apply to a landlord only owning one unit in VA? Is it legal for him to get me to pay for soiled carpet and painting walls of the entire house? He is also trying to get me to pay for lost rents during the 10 days he had new carpet installed and the painting done. Is that enforcable by the code also?

The VRLTA is not applicable to the owner of one unit; the minimum number to trigger mandatory applicability is around five units----owned anywhere, not just in Virginia.

The questions that you have asked regarding your liability for repairs and lost rents must necessarily be determined by your written lease---

unless both you and your landlord have agreed that the terms of your lease will in effect be the provisions of the Code.(VRLTA).
