Bonded on property

If someone left land in to her father in a will? He has not went to a lawyer until recently to try & change the land over in his name.Said that he has to be bonded & there is a $30,000.00 lean against it.How hard is it to change over & what steps is suppose to be taken?? Help me understand please.

This father would appear well advised to arrange for a consultation with a local attorney in the area where the property is located who handles real property law and probate matters and who should be able to advise him as to how best to proceed in this particular situation.
