we bought a house in 2006, my partner and I, I am on the loan he is on the deed, He bail out on me. Can I sue him? and do I have a big chance of recovering losses?

No, not at this point at least (in my opinion) since your partner's obligation(s) associated with this property were probably mainly to others such as the lender, local tax authority, utilities, etc.) rather than to you, although if you were to sell the property at a substantial profit(obviously, most likely sometime in the distant future), you would be entitled to be reimbursed from the sale proceeds for any disproportionate expenditures which you may had made during your time of occupancy.
