Car title dispute

I live in Virginia and i bought a car via internet from wisconsin. The seller advertised it as having a clear title but upon recieving the vehicle the owner had never transfered the title in his name and there for i could not transfer it over to me her in VA. Now the person is refusing to transfer and return the title back to me and the vehicle is unusable b/c i cannot title it. Is there any way i can legally get the title asap without going to court and bringing charges?

It's unclear from your question whether the seller and the owner which you reference are one and the same person. Neveretheless, assuming that they are, if the vehicle was sold at an Internet auction site such as Ebay, you might start by writing a letter of complaint to the site operators, with a copy to the recalcitrant owner. If that produces no results you might then consider writing a letter to the Wisconsin DMV, explaining what has happened, again with a copy to the uncooperative owner.

If the above actions fail to produce a valid title, your remaining recourse, most likely, is legal action against the seller/owner in a Wisconsin court of appropriate jurisdiction.

(It's quite possible that a Virginia long-arm action might be feasible in this particular situation, but this would require the advice and guidance of a Virginia lawyer.)
