Change of Mailing Address Number

I would like to legally change my physical mailing address and was wondering what was involved to complete this. My address number is 4013, which is some circles contains the unlucky ''13''. Since this area is populated with a large Asian population, my house number is a disadvantage upon resale. For resale purposes, I would like to legally change it to something like 4011A or 4012A. Is this possible? Who do I contact in Northern Virginia? How long would it take?

Your address number, fortunately, is not within your power to change. One of the underlying rationales for this sound public policy is illustrated in the very reason which you've offered for the change and which strongly suggests that if such matters were left to individuals to determine, at some point the entire system could conceivably be overwhelmed in a tide of frivolity.
