changing of rules
when a landlord makes rules of a multi family housing establishment. is there a requirement for notification, and what type of notification, as well as time period in which the change, ammendment, or creation of a rule can take affect.

Look at Virginia Code 55-248.17, particularly subsection (b). You can find it on the Web. Also, there may be federal rules on this if your property is HUD-subsidized.
