Condominium Rules and Regulations

My condo board is requesting a copy of my deed and car registration in order to assign new parking stickers and visitor parking stickers. This is in regards to the ''New Rules and Regulations'' that have yet to be made public, so I have no idea why they want this or what it will be used for. Our bylaws state - ''Changes to the rules and regulations shall be conspicuously posted prior to the time when the same shall become effective and copies thereof shall be furnished to each unit owner upon request.'' They have not posted the changes, nor have they provided any explanation why they want this information. Do I have to comply before I see the final changes and can they revoke my current parking stickers or refuse to issue the ''new parking stickers''?

Sure, you could "non-comply" with these new condo rules for awhile, but you'd be into a game that eventually you're sure to lose.
