Legal Question in Real Estate Law in Virginia
During construction at my apartment complex, workers dropped materials and damaged by car at estimated $1300. The complex has told me they will only pay the body shop and not me directly when i own my car free and clear. I do NOT want to use my car insurance for this claim as I have too many accidents/claims already. The complex now says they are paying, not their insurance company but will ONLY make the check out to the body shop, not me. I feel they should write check to me or go to court- is this reasonable?

Is it reasonable, you query? Probably depends upon your perspective on the matter.
If you're unhappy with the complex's offer of settlement, then sue them in
your local small claims court for your damages + court costs.
