co-ownership use of land disagreement

Three people jointly own a piece of land. Two of the co-owners want to set a mobile home on the land. one co-owner doesn't want the mobile home set on property. Can the disagreeing co-owner prevent it? If so what actions can be taken?

Suit to partition property in the local circuit court with court ordered sale likely if property cannot be easily partitioned among the owners. Sale proceeds would then be divided among the owners.
