Is it legal for county governments in Virginia to load money? ie Deeds of Trust to citizens?

Some Virginia counties may provide various kinds of housing subsidies to some of their low income residents, but I doubt that any would be

in the business of providing loans involving regular mortgages/deeds of trust to these residents.
