damage from neighbors action

I have a large tree in my front yard. The root system extends beneath my

neighbors front yard. While doing some work on their yard, they have

chopped away a significant amount of the root system. I'm afraid the tree may

be killed or, permanently damaged. Are they allowed to destroy the root

system?
