Damming a creek

I would like to know the Virginia's policy on damming creeks, and after one dams a creek, the water ponds over on another's property, therefore creates water to flood their land,and destroy land by erosion. Isn;t there a law now in Federal court that no person may pond water over on another's property? What would they do to someone who has done this. Thank you.

There may be federal or state criminal penalties, but it is also a trespass and a nuisance, and the person whose property is harmed has the right to sue.
