I have a deed of gift my dad gave to my brother and I. My brother now wants to sell his half. Can he do this if I do not want him to sell his half?

Yes, since you both likely have the legal status known as tenants in common with respect to this deed, if true, then each of you would be free to sell his interest in this property over the objection of the other.
