Legal Question in Real Estate Law in Virginia

My dogs got out of my fence and "Chased" a person who then jumped on a car to "Get away" and broke the car's windshield. The dogs only barked and ran to my neighbors yard and they did not bite him, they literally just barked at him like normal dogs do. He said that he had to jump on the car to get away, but my dogs do not bite ad never got within 50 feet of him at any point.

Who is responsible for the repair to the car?
