easement

I received a letter from the developer of the housing development that stated they were going to plant trees along my street. I have been in my home for 14 months. When they were placing stakes in the yards for the trees I told them to leave my property since I didn't want trees. I was told the trees were being planted on the orders of the city of culpeper and they were complying with the plats the developer filled with the city. The only easement on the property is for utility easement. I was told the the city was exercising their right of easement to plant the trees. Can the developer and/or the city do this without my consent on my property.

Since it's a specific housing development project,

the answer is most probably, yes(they have the authority), but why not check with the city officials to make sure?
