easements
On my deed it states that I have a granted right of ingress and egress. The actual land owner is refusing to allow any utility's to my property. Even at my expence to repair road and fix drainage problems. Can he legally refuse utlilty's to my house site?

No, he cannot, even if you did not have the referenced easement in your deed, you likely would be granted an easement of necessity under the circumstances if you had applied to the circuit court where the property is located for such a grant.
