Who's fault is it anyway?
If a tenant's landlord/office manager leaves a hedge trimmer in the driveway of the tenant's apartment unattended and then the tenant comes home and drives over it, is the tenant responsible for replacing or paying for the hedge trimmer?

This depends on the facts, and turns on the answer to the question in your title. If the tenant/driver was negligent in running over it, s/he could be held liable, but not if the landlord was contributorily negligent in leaving it there.
