fence on another person's property

I am getting ready to sell my home. My real estate agent was contacted by a gentleman stating he owned 30 ft of land in between my neighbor's and I houses. He stated our fence is 15 ft into his property, and we either need to move the fence or he will tear it down. Or we could by the 15 ft of land for 2000 dollars. He has never contacted us before this or any of my neighbors, except when somebody on his land sells a home. The land was state property when I moved in 8 years ago and somehow he was able to buy it about 2 years later. He owns a strip about 30 ft wide and 2 blocks long which runs between at least 20 houses. An old ''fire lane'' fo the city. Is this legal?It sounds like exstortion to me.

Yes, it's "legal", if this "gentleman" in fact owns the property which you've described, but, perhaps, you should have your property resurveyed in order to make sure.
