I would like to file and injunction preventing our townhome association from reallocating parking passes next year. Garage owners currently recieve one common area parking pass and non-garage owner receive 3 common area parking passes. As of January the new distribution is 2-2. This will create a significant burden on non-garage owner having to find city street parking in the area. Does such circumstances support and injunction to retain the current 3:1 parking distribution (Farifax VA)?

No, (in my opinion), I believe that the Virginia Supreme Court has already ruled on a similar case that these kinds of parking passes distributed by an HOA qualify in legal terms as revocable licenses and can be reallocated and redistributed according to the association's discretion.
