Legal Question in Real Estate Law in Virginia

Where do I find laws on building a house in Virginia that has an existing 1,000 sq. ft. house uninhabited, currently being used for storage? It appears it is more cost effective to build new rather than renovate existing. Bottom line- Can another house be built on the 1 acre or does the existing have to be demolished first?
