No heat in a rental property

I own a condo in va. A few days ago my tennant called and said the heat was not working. It has taken a few days to order the part needed to fix the heating unit. Question: does the temperature have to be below a certain degree for my tennant to have the right to not pay rent for those days? If so, what degree? Thanks a bunch!!!

I know of no provision in Virginia landlord tenant law that automatically excuses a tenant from having to pay rent for days when the temperature may fall below a certain level in the tenant's rental unit due to heating equipment failure.
