What does it mean exactly?

( a dower interest in 1/3 by the wife)-the statement also reads-

when land is owned in fee simple by the two sons,subject to Mrs.Widow's 1/3 life interest.

I was told that the property is not owned by Mrs. Widow. Is this true?

I do not fully understand your questions, but a 1/3 life estate might mean that Mrs. Widow has an interest in an undivided 1/3 interest in the property for the duration of her (or someone else's) lifetime. Without seeing the documentation, it is not possible to give a definite answer.
