Can the HOA charge me a non compliance fee for something that was not out of compliance for four years, but now is after they changed the rules.

No, any fees or penalties assessed should derive

only from any period in which you were out of compliance after the rules were changed and you were given proper notice of the changes.

You should not be penalized for what went on before the rules were changed.
