HOA Limits of Authority

We had our yard landscaped one year ago (we did not submit an application to our HOA for it). One month later, we submitted an application to our HOA for a swingset approval. The app. was approved based on ''adding landscaping to soften the effects''. Since we had already landscaped, we felt that we were in compliance. Now the HOA is threatening legal action and fines for our neglect in submitting an application for our landscaping. They have verbally stated that there is nothing wrong with the landscaping that was done. What are our rights?

Tell the HOA that you will now gladly submit an application for the landscaping after the fact and that you will make a determined effort in the future to never again be so irresponsible.
