Legal Question in Real Estate Law in Virginia

I currently own a home that is being rented through a property manager. One of the water bills was usually high and no one was living there at the time. Is the property manager responsible for that bill if someone was stealing say $700 worth of water. Is it not their responsibility to make sure that the house is being taken care of.

Perhaps, but I would think that it may depend upon what the contract between you and the property manager may have to say about this kind of issue.
