Home for sale w/ renovations & no permits

If a contractor does extensive renovations in his own home without proper permits & inspections then puts it up for sale what obligations does he have to disclose all work he did & who will be responsible for any tax issues, permit violations, and county inspections?

We have found a home to purchase but has these issues and want to know how to best protect ourselves from fines & fees due to the owner/contractor's neglect.

Under Virginia law, the contractor would have no duty to disclose any work which he did unless he was specifically asked for particulars by the prospective buyer. Anyone thinking about purchasing such a property as described would very likely want to have a very thorough home inspection with acceptable results made as a condition of purchase, and the responsibilty of the seller for the other possible issues such as permit and county code violations dealt with in the sale contract.
