Legal Question in Real Estate Law in Virginia

Homeowners Association Guidelines

I was told that I am in violation of my homeowners association's guidelines regarding commercial vehicles. I do not consider the vehicle in question to be a commercial vehicle, so I looked in the guidelines for the definition of a commercial vehicle. While there are many rules concerning commercial vehicles (no parking on the street, etc), there is no definition of what constitutes a commercial vehicle. Can I be in violation of something that is not actually defined in the ARB guidelines? Is it ''beauty is in the eye of the beholder?''
