Legal Question in Real Estate Law in Virginia

A homeowners association president is constantly harrasing a family by imposing fines and threatening them. The family feels this is racial and religious based harrasment. When they complained to the property management group the president told the head of the family that now that the family had complained she is going to make their life unbearable and is going to fine them for any little infraction, have vehicles towed and assure they were penalized in any way she possibly could. What recourse under the law does this family have to protect their rights? The family cannot enjoy their home and are beginning to feel unhappy and uncomfortable in their own neighborhood and home. Is this a basis for a fair housing act complaint? And would this complaint be agianst the homeowners association or the property management company?
