acquire valid title to land in the Commonwealth under adverse possession was 15 years.

And this strip of land which you refer to as a "right of way" may actually be fully deeded to another who, perhaps, allowed for permissive use

of this property even before you began tending it.

And, consequently, I would doubt the reliability

of this someone who suggested that, perhaps, you might acquire valid title to it as abandoned property.
