Does an independent school have the right to sieze personal property? If so under what circumstances?

No, I would think not, whether independent or not, no such institution can

simply seize property belonging to another without appropriate judicial process. And, if it happened to be a state sponsored school, the Due Process Clause of the 5th Amendment would certainly apply.
