use of land disagreement among co-owners

I jointly own 3 acres of land with two other people. I would like to use the land and add a storage building or small garage. Doing so would mean I would have to clear brush off part of the land and add a gravel road. Can the other owners sue me for using and changing the land with out their permission. At what point do I have to listen to what they say and obey their wishes. What happens if I don't obey their wishes? Some examples of possible objections would be: they might not want cars stored on property, they might not like four wheelers being riden on the land. I assume that any improvements will become partly theirs. I am concerned that if they discover I am using the land and increasing its value that they would find something to complain about and try to stop me from using it. Are there legit concerns the other owners might have with me using the property(liabilities, ect.)? They currently do not want to sell their share of the property and they would like to own it as well. Nobody so far wants to put out the (effort) expense and complication of a partition suit. The total value of the property is about $24000. How much does a partition suit cost?

In this case, possibly around $24000 for the three lawyers who would be representing each of the three parties; maybe more.
