Legal Question in Real Estate Law in Virginia
My lease states that I am to pay rent plus utilities. 13 months into my lease, I have never been asked nor have I been provided with a utility bill. Now, my landlord is asking for me to back pay the utilities. Can he do this?
Also, the lease was resigned 6 months into the contract as a roommate wanted to leave. Am I legally responsible to pay for the 13 months of utilities or only 7 months (since the date of the newly signed lease agreement)?
I find this all odd as he has stated in this written request that "I have been covering the utilities for the past year but really need to start billing you for them as I have some expenses I need to clear away"

Yes, if you're obligated under these leases to pay for these utilities (whether
the original or renewed one) in my opinion.
