Is it legal to charge a fee for loan modification? We live in Va and a company in Ca. has approached us about lowering our interest rate for a fee. Is this legit?

Yes, but that doesn't necessarily mean that this is an offer
which you should accept. (Although legal, there could potentially be many problems with it and you probably would be better advised to
deal directly with your current lender regarding such modification rather
than having this California company act as a go-between.)
