Is it legal to trim limbs hanging over a fence?

Yes, you're allowed to trim such overhanging limbs back to the property line----without damaging the tree. However, if during the course of such trimming, you happen to damage the tree, then you're responsible for the damage, which is reason enough to assign the task to a professional tree trimmer.
