I live in the Commonwealth of Va.

I have a tree which was damaged by the recent derecho event. The top of the tree came off. The narrow section of the top is held up on a limb on the poplar tree in our yard. The bigger and end portion of the top is hung up in our neighbor's tree, over his property. His tree is the only thing preventing the top from crashing down on his property

Insurance does not cover removal. Who is responsible for removing this dangerous tree top?
