Legal Question in Real Estate Law in Virginia

I live in a townhome community which previously was a rental property. Some are homeowners and some renters. Meter base is corroding and one leg is burnt up. I am without power neighbors are not but will be soon. Who is responsible for replacing? I don't feel its fair I should have to pay if it is shared and they will be benefiting from having a new one installed. What can I do?

Take it up with the community association (if there be such). If not, you're

probably stuck unless the service provider utility is willing to defray at least

part of the expense.
