Legal Question in Real Estate Law in Virginia

According to Loudoun County, Virginia they have the right to charge a fee for parking/garaging an out of state vehicle, owned by a resident of Kentucky who uses it for commuting between college and home in Kentucky. Do they have the right or are they overstepping their legal limits. Thank you.
