Legal Question in Real Estate Law in Virginia

Hello! I have a marital property with my husband. We bought it after we got married. My name is not on the title. We are getting separated right now. Neighbors asked me if they can bring dirt from the pond across the street(county approved project) and fill with this dirt the ditch on my property. It will improve the land, since it will be nice and flat after they will grade it. Can I approve this project or only my husband, that currently doesn't live with me, has this authority. I don't want anyone be sued after all.

Do I have legal rights to approve the project without my husband authorization?

Since both of you own or have a claim to this property, both of you should

approve of this project and most certainly your husband should approve it

who apparently is the title holder of record.
