Legal Question in Real Estate Law in Virginia

We just moved out of an apartment and they sent us the final bill. It states that we had fleas, which we absolutely did not. We would have known. Also, they had to replace the carpets. Ok. So here's the big question. We paid a $600 dog deposit and they did not put that anywhere on the final bill and charged us $500 for the carpet and fleas. Shouldn't they have used the pet deposit on those? Since they never used the dog deposit anywhere else?

So, was the $600 dog deposit refundable (conditionally)--at least in part--according to the terms of your original lease agreement or not.? Without knowing the answer to this question, I couldn't offer an opinion on this issue.
