moving out of a rental apartment

I was charged a pet odor treatmetn fee for an apartment left very clean and without a final walk thru or any advance warning this was to be done and I pay a fee every month for a pet in the apartment. Is this legal?

Well ask for it back(the fee)on grounds that there was no final walk through inspection and that you could detect no pet odors whatsoever upon vacating the premises.
