Legal Question in Real Estate Law in Virginia

I have a neighbor that is building a privacy fence between our house and theirs. It is right onthe property line, the did have it surveyed. My question is doens't that have to also be just as nice looking on my side of the fence? Meaning, the appearance of the fence, the backside, cannot have just the braces, boards, etc. Doesn't it have to look just as nice on my side so as not to take away from my property value?
