Legal Question in Real Estate Law in Virginia
Neighbor installed outdoor light that is very bright and shines over fence into my windows. He has numerous other options to mount that will not affect me. What are my options?

You should first make a polite request that this neighbor utilize
these other options in regard to this light along with your
reason(s) for this request.
However, if he refuses, then you should consider (in consultation
with counsel) your option of filing suit for the abatement of what
the law terms a PRIVATE NUISANCE.
