neighbors large tree dying close to my home

what do i need to do my neighbors huge oak tree is half dead on one side leaning toward my property. If it falls it will more then likely fall on my home and kill me and or destroy my home I to know if I can write a letter to the neighbors myself or do I need a lawyer to write it. I have no idea on even how to start the letter or what I need to do

Better hire a local atorney to write the letter to the neighbor informing him or her that due to the tree's apparently near decedent conditon, that in the event that it should fall, the neighbor very likely could be held responsible for all damages resulting from the fall due to its foreseebility.

And, consequently, the neighbor should take action to have this arboreal threat removed expeditiously.
