I am the co owner of a house. The second co owner submitted a 30 day notice that they were leaving the house. If the second co owner changes their mind about leaving, can the 30 day notice still be enforced by me? The 30 day notice was signed by the second co owner

This question makes no legal sense whatsoever, beginning with the statement "the second co-owner submitted a 30 day notice that they were leaving the house". Leaving the house? So what? If he's a co-owner he can leave and come back any time he chooses as long as his name remains on the deed for the property recorded in the local land records section of the local circuit court.

Could such a statement as referenced be enforced by you against this other co-owner, you ask? No, not a chance unless and until you've properly bought out his interest in this property and have had a new deed recorded listing you as the sole owner.
