Owners association-repairs

I own a townhouse in a PUD and exterior maintenance is done by the homeowners association. I have had a problem getting rotten wood repaired, it has been 4 months since first requested repairs be completed. Can I put my quarterly dues into escrow until repairs have been completed? The association has gotten a bid on the repairs, can I get a credit from them and hire my own contractor?

Even without having reviewed the by-laws governing your particular association, I feel reasonably confident that the likely answer to both of your questions is no you cannot.
