Legal Question in Real Estate Law in Virginia
There are three owners of a business property in Arlington, VA and a separate individual has life rights to the building/land. Now if the individual who has the life rights does not occupy or run their business in the building (which is why they have life rights), is that individual relinquishing their life rights?

No, I would think not, unless it were very clear from the wording in this life rights conveyance
that these rights were conditioned on this individual using this property in the manner you've suggested
and that his failure to do so would result in the forfeiture of his life estate in this property.
